We are offering a unique experience in a growing program that involves cutting edge algorithm development and systems engineering to support our customer onsite in Virginia Beach, VA. The candidate should have experience identifying, implementing and maintaining system changes on operational networks.  The candidate must be able to manage a broad spectrum of work, to include requirements definition, system design, hands-on integration, and real world solution finding.   The customer’s program supports short-notice, quick turnaround of critical operational planning data during ongoing crises and contingency operations utilizing an end-to-end Geographic Information System (GIS) for collection, processing, and dissemination of survey products and data. GIS information will be provisioned via GPS cameras, indoor mapping systems and measuring devices for collection of highly accurate 3D Building Information Modeling (BIM), Computer Aided Design (CAD) and GIS survey data.   System Engineers are responsible for the definition, design, documentation and implementation of changes and enhancements to a world-class software development project. Use the Software Development Life Cycle process to guide the interactive and iterative development of high value systems. Ensure quality by managing system-level and component-level requirements providing traceability to design documentation, test cases, and operational training material. Create and maintain Concept of Operations and requirements documents. Create functional flows and frame all requirements inside those flows. Develop as-built design documents for software components. Work directly with internal software development team as well as 3rd party software vendors. Work directly with other system engineers, product managers, developers, testers,  and customers to define technical requirements and effect an optimal system design and implementation. Work directly with program manager to write the Annual Technology Roadmap. Assist with managing ESRI web mapping and geoprocessing services. This job is a temporary contracting position.

Qualifications

  • In accordance with DoD 8570.01; Candidate must meet the Information Assurance Technician (IAT) Level II requirements  by having one of the following certifications: GSEC, Security+ CE, SSCP,  CCNA-Sec, Cissp, Cisa, CASP, GCIH, GSEC, or GCED)
  • At least 8 years’ experience in Software Development Lifecycle development and maintenance
  • Bachelor’s degree in Computer Science, Computer Engineering, of other technical degree, or equivalent eight years’ equivalent experience with specialized geospatial engineering and GIS web software
  • Master’s degree preferred
  • Skills in relational database design and development, programming concepts, and software tool kits
  • Extensive background in full life-cycle support of network storage infrastructure and software development process including requirements gathering, design, coding, testing, diagnostics, and maintenance
  • Technical understanding and experience to support Tier 3 level help desk to deployed teams and operational users of the system
  • General knowledge of programming and systems integration
  • Able to lead design sessions with internal clients, operations, and SW dev team
  • Be a problem solver with sound judgment and decision-making skills
  • Strong sense of self-motivation is essential – must be willing to be actively involved in the details of the system design and operability
  • Able to pursue and resolve project issues independently
  • Strong listening, written, oral and organizational skills
  • Manage client expectations to ensure realistic deliverables and then exceed those expectations
  • Successfully multi-task to handle multiple priorities
  • Strong teamwork and collaborative skills
  • Vendor and contract management experience a plus
  • Understanding of Cloud Computation and FEDRAMP Security and Accreditation package a plus
  • Previous experience as a task or team lead preferred
